    The story

    Software is becoming the infrastructure of the modern economy. From artificial intelligence and cybersecurity to robotics and advanced manufacturing, software decides how quickly new ideas become real products. GitHub activity is one of the clearest real-time signals of where that software is being written.

    This indicator measures GitHub contributions per capita, a comparable read on developer activity across countries. Unlike patents or research publications, it captures innovation as it happens, often months or years before new companies, products or economic value show up in official statistics.

    Not every contribution is equally valuable, and not all software is developed in public. Sustained open-source activity still reflects the depth of a country's developer community and its capacity to work on frontier technologies. Few indicators show earlier where tomorrow's digital economy is being built.

    Why it matters

    Software is a general-purpose technology; nearly every sector of the economy now runs on it. Countries with large, active developer communities are better placed to build AI systems, digital infrastructure, advanced manufacturing and high-growth technology companies.

    Open source carries particular weight. Linux, Kubernetes and PyTorch were all built collaboratively in the open, and contributing to those ecosystems builds expertise, attracts talent and anchors a country in global technology networks.

    Developer activity is therefore more than programming. It is an early reading on digital capability, innovation capacity and future competitiveness.

    Europe has made digital leadership a strategic priority: the Competitiveness Compass, the Startup & Scaleup Strategy and the AI Continent Action Plan all say so. Europe trains excellent engineers and researchers; the harder part remains the conditions for software innovation, startup creation and commercialisation.

    Developer ecosystems are not built in classrooms alone. Talent, competitive research environments, venture capital and companies that can scale decide where developers build their careers. With software now at the centre of both AI and advanced industry, that choice weighs directly on Europe's long-term competitiveness.
