Method: The Draghi report contains 383 concrete measures as codified by the Draghi Observatory (EPIC, Brussels). Implementation follows EPIC's audits, which count only provisions adopted in binding EU legislation; announcements, strategies and pending proposals do not count. As of the January 2026 interim audit, 58 measures were fully implemented and a further 91 partially implemented. Source
