The story
Ask who funds the funds and the transatlantic difference is stark. American venture capital is anchored by pension funds, endowments and other institutions with patient billions. In Europe, government agencies are among the largest backers of venture funds, filling the space institutional money leaves empty.
Why it matters
Institutional capital is the deep end of the pool: it sets how large funds can get, and fund size caps how far a portfolio company can be carried. When pensions sit out, the state substitutes, and public money scales politically, not commercially.
Policy context
European pension assets are vast but barely touch venture. Allocation rules, prudential treatment and habit keep them out; the Savings and Investments Union agenda is, at its core, an attempt to move this one number.
